Fifa Club Manager

After ending the first season one of the positives I got was 'good financial result'. Yet when I try to buy any player in the following transfer window (no matter how cheap), I'm being told that I can't sign them due to 'serious restrictions', despite having good finances as seen from the screen shots below.

Any idea what I can do to fix this?

maybe you get a restrictive licence at the end of previous season.
Allowing you to buy player only if you previously sell players. (if it's that, you need to sell players, then with the money earned, buy players)
or just don't allow you to buy any player at all. (if it's that, you can't buy player for instance, maybe in winter !)
