I have made the club's national and international perstij 20 from the editor, but I still cannot make a transfer offer to any player İn Turkey. This issue may be related to the prestige of the country or there may be a country multiplier somewhere ( parameters ). Can someone explain how to do it? thank you very much.

Could someone send me the parameter files for Transfer evaluation and Transfer Prestige Multiplier?
